Safeguarding LaGuardia: Protective Design for Largest P3 in U.S. Aviation

The $4.7 billion redevelopment of LaGuardia Airport’s Central Terminal
Building represents one of the largest public-private partnerships in U.S. aviation history and a defining chapter in the airport’s
transformation. The 1.3-million-square-foot Terminal B complex delivers 35 gates, a 3,000-car parking garage, and dual pedestrian
skybridges—an aviation first in the United States. Designed to welcome 17 million passengers annually, Terminal B offers expanded
dining and retail experiences that showcase New York’s character while elevating the traveler experience. Recognized by UNESCO with the 2021
Prix Versailles
award for best new airport, the project set a global benchmark for design excellence and operational complexity, all while keeping the
existing terminal fully functional during phased construction.
The IntegralRSG team developed and implemented a comprehensive protective design program from Financial Close through design and
construction. Working with the Port Authority of New York and
New Jersey,
LaGuardia Gateway Partners, and security stakeholders—including the Federal Aviation Administration (FAA), Transportation Security
Administration (TSA), and Customs and Border Protection (CBP)—we deployed a risk-based strategy to deliver the highest tier of performance
and value without compromising security risk management expectations.
These efforts created clarity in setting design expectations, streamlined implementation, and accelerated internal and stakeholder conformance reviews—reinforcing the safety and long-term resilience of this tremendous aviation redevelopment.
